Assuming you mean "D standard, Drop C" when you say "C Standard," then maybe this person is confusing guitar for bass. Drop tunings that put the bottom string a P5 below the next string allow guitarists to easily play rapid-fire moving power chords on those strings simply by barring the bottom two or three strings.

For standard C I would suggest either a light 5 string set (120-40) and ditch the last string, custom a set from someone like Bass Strings Online or Just Strings, or maybe take a look at DRs DDT sets. For my drop C tuning a use a .120 or .125 on the C and then a heavy 4 string set on the remaining ones (90, 70, 50).

How To Tune Your Guitar to C Standard
Get yourself a light 5-string set (something like 040 - 120 or 125, then discard the 040 (original G string). That should leave you with a 60 - 80 - 100 - 120 set that you can tune to C standard. I use Ernie Ball 0.125 Slinkys. All of the strings are smaller than normal so tension is pretty even.
